Incident Command System

The Incident Command / Management System (ICS/IMS) provides the command and control structures to manage operational, logistical, fiscal, planning, and safety related elements of a disaster response. This integrated organisational structure can expand or contract to meet the complexities and demands of any incident or emergency.

The Incident Command System (ICS) is a standardised, on-scene, all-hazards incident management approach that:

  • Allows for the integration of facilities, equipment, personnel, procedures and communications operating within a common organizational structure.
  • Enables a coordinated response among various jurisdictions and functional agencies, both public and private.
  • Establishes common processes for planning and managing resources.

Developed in the late 1960s by the US Forestry Department, ICS has since been acclaimed as “best practice” in the management of emergencies.

Here in Trinidad and Tobago, the Office for Disaster Preparedness and Management (ODPM) has indicated its choice of ICS as the preferred model for the management of emergencies in Trinidad and Tobago as documented in the National Response Framework.

As published, the NRF should enable all response partners in Trinidad and Tobago to prepare for and provide a unified national response to hazards, emergencies and disasters – from the smallest incident to the largest catastrophe. The Framework organizes the way Trinidad and Tobago responds to such incidents. The principal actors within the NRF are the Central Government, the Local Government represented by the Municipal Corporations, the ODPM, various Ministries and Agencies, non‐governmental organisations and the private sector
